1960年に福岡で生まれ、1993年よりニューヨークを拠点に活動する。応用社会学を学んだ後、1988年より作家活動を始め、現在は国際的な現代アーティストとして知られている。写真、映像、ダンス、インスタレーション、パフォーマンスなどの多岐に渡る作品を制作し、その作品は世界各地の美術館、アートセンター、ギャラリーで300回を超える展覧会において発表されている。
Venice Biennale (ヴェニス)を始め、Site Santa Fe Biennale (ニューメキシコ)、Istanbul Biennale (イスタンブール) などの国際展や、MoMA PS1 Museum (ニューヨーク)、Centre Pompidou(パリ)、Museum fur Modern Kunst(フランクフルト)、Leeum (ソウル)、Hermes Forum (東京)などの個展・グループ展に参加。その作品は、M+ Museum(香港)、東京都現代美術館、ボルドー現代美術館、フランクフルト現代美術館などに収蔵されるなど、国際的にも高い評価を得ている。
詩人、ミュージシャン、振付師、建築家などの幅広いフィールドのアーティストともコラボレーションし、その作品はDas TAT(フランクフルト)、Danse Montpellier and Fondation Cartier(パリ)、University of Toronto(トロント)にて発表されている。
平川は、人間の活動は私達が生きるうえでの文化を形作ると信じる。彼の作品は、この文化の拡大のために人間の認識のキャパシティーを広げることを提示する。このフレームワークの中で、平川は人間の認識の限界を押し上げ、未来の美学的見識を改変する。

Noritoshi Hirakawa was born in 1960 in Fukuoka, Japan.
In his early childhood, there were two goats dwelling in his home.
